1982. For a number of years, he also served as director and managed
care committee chair of the Texas Gulf Coast Chapter of the Healthcare

Mr. Cobb has structured arrangements to align
financial incentives between the various participants in the healthcare
financing and delivery arena, including package pricing of hospital and
physician services for selected procedures, developing provider network
reimbursement arrangements, contracting with payers on behalf of
physicians and hospitals, and implementing medical benefit plan designs
that represent a significant change from the status quo. He has also
been involved in the development and implementation of income sharing
arrangements among affiliated physicians, and determining acceptable
salary levels for employed physicians in a variety of specialties.
Strong Focus On Effective Communication
Because of his experience in public accounting in a
variety of industries (principally healthcare organizations, publicly
regulated integrated energy companies, and financial institutions) and
his experience in financial and executive management with differing
types of healthcare participants, Mr. Cobb can concisely identify and
effectively communicate needed financial data. His knowledge of the
shared and conflicting financial incentives among healthcare providers
and payers enhances his ability to communicate such data. Furthermore,
his experience with operations and knowledge of healthcare market
